Nathan,

Just to be fair, it is not nearly as precise or stylized as After Hours, but the plots run very similar and both lead to this fascinating vertigo where you accompany the protagonist on his surreal odyssey.

Griffin Dunne's performance in After Hours was amazing. In fact, friends who I saw the film with in High School still quote his "Oh wow" from that film. Not to mention the burns "on" Roseanne Arquette and just about every other character he comes across is quite well done. I think one way to compare Miracle Mile is to call it After Hours without the pretension of an auteur or first-rate acting. For the director is mediocre at best and the acting is little more than decent. It is just the setting, the bizarre sequence of events, and the generally compelling thrust of all apocalyptic narratives. But I think you understand those far better than me :)
